AUTHORITIES ARREST POLICE AND SAT OFFICIALS FOR SMUGGLING GASOLINE

Guatemala, September 28, 2012. The National Civil Police (PNC), together with the Public Prosecutor's Office (MP) and the International Commission against Impunity in Guatemala (CICIG), arrested five persons today—a police chief, a deputy inspector, a police officer and employees of the Superintendence of Tax Administration (SAT)—for their alleged part in smuggling gasoline since 2008 (Gasofa Case).

Court B of the First Instance for High-risk Matters ordered that the following persons be arrested:

  1. Cruz Felipe Lorenzo for unlawful association, interfering with the course of justice and customs fraud (Head of Police Station 13 of the PNC—arrested in Police Station 13, Zone 5 of Guatemala City).
  2. Erick Estuardo Lucas Díaz for interfering with the course of justice (Deputy Inspector of Police—arrested in Acatán, Huehuetenango).
  3. Jorge Roberto Coc Tepaz for interfering with the course of justice (Police officer—arrested at the General Directorate of the Police).
  4. Willian Estuardo Lemus Ramírez for criminal association and customs fraud (Former employee of the Superintendence of Tax Administration (SAT)—arrested in Asunción Mita, Jutiapa).
  5. Hilma Nohemí Pineda Álvarez for criminal association and customs fraud (Customs specialist of the Superintendence of Tax Administration (SAT)—arrested at the customs office of Pedro de Alvarado).

The police chief and his subordinates presumably formed part of the criminal organization and contributed by planning the route that the fuel would follow after it entered the country illegally at the Pedro de Alvarado customs checkpoint. The fuel was transported from El Salvador to Guatemala City in order to be sold.

At the Pedro de Alvarado customs checkpoint, SAT employees allegedly coordinated the illegal entry of tanker trucks transporting fuel from El Salvador to Guatemala City.

The Gasofa case concerns a criminal organization—comprised of businesspersons, individuals, former and active police officers and SAT officials—involved in illegally bringing fuel into Guatemala since 2008. Under this case, 15 persons are awaiting trial, including 8 police officers, 2 former police officers and 5 other individuals.

The International Commission against Impunity in Guatemala (CICIG) acts as a complementary prosecutor in this criminal proceeding.
