Constitutional Reform Recommendations

Guatemala, November 28, 2011. The Agreement to Establish the International Commission against Impunity in Guatemala (CICIG), entered into between the Government of Guatemala and the United Nations, provides for the power to make recommendations to the State of Guatemala on public policies to eradicate and prevent the re emergence of illegal security forces and clandestine security organizations, including any necessary legal or institutional reforms. In exercising this power, and in response to the call made by the Legislation and Constitutional Affairs Commission of the Congress of the Republic, the following constitutional reform recommendations are presented:
