2011-2012 National Human Development Report

Guatemala, July 25, 2012. On July 23, the United Nations Development Programme presented this report that investigates the status quo of Guatemala's youth through an analysis of the human development opportunity that they represent. This analysis is made within the framework of a set of basic opportunities: live, learn, participate and enjoy. Furthermore, an analysis is carried out into the social risks that are generated when such opportunities are lacking. The issues represented by gangs, youth gangs and the international migration of youths in irregular and precarious conditions are also examined.

The experiences of Guatemalan youths are discussed in accordance with exclusion and inclusion parameters. The importance of integrating and developing their potential is emphasized, and the complex problems that must be resolved in order to overcome the problem of exclusion and change the social dynamic of centrifugal forces are identified. These forces continue to represent a grave problem in Guatemala. The vigor with which the virtuous pro human development circles are generated is considered a means of drawing closer to the eradication of marginalization and the resolution of obstacles. It can create opportunities and strengthen capacities so as to allow people to enjoy a dignified style of living.
