Special Anti-Impunity Prosecutor's Bureau (FECI)

The Special Anti-Impunity Prosecutor's Bureau (previously known as the Special Prosecution Unit Assigned to CICIG [UEFAC]) was established in accordance with the Agreement to Establish the International Commission against Impunity in Guatemala (CICIG) entered into by the United Nations Secretary-General and the Government of Guatemala on 12 December 2006 in New York City and the Bilateral Cooperation Agreement entered into by the Public Prosecutor's Office (MP) and the International Commission against Impunity in Guatemala on 27 February 2008.

OBJECTIVE: FECI was created in order to investigate cases selected by CICIG and the Public Prosecutor's Office (MP) to be assigned to this bureau, in accordance with the relevant competency framework.

FUNCTION: The main function of FECI is to investigate high-impact cases. CICIG supports investigative activities of prosecutors, providing advisory assistance and technical support. The cases selected for FECI are determined by whether they fulfill the requirements set forth in the CICIG mandate and upon agreement between the Attorney General and the CICIG Commissioner.

CASES IT HANDLES: FECI investigates more than 119 cases, including Pavon, Mayor of Antigua Guatemala, Migration, Maskana, and Military Officials (Jacobo Salán and Napoleón Rojas). These and other cases are considered to be high-impact for Guatemalan society, and their investigations are implemented against criminal organizations that are capable of creating impunity and destabilizing the current political-legal system through their acts. The goal of CICIG is to support the Public Prosecutor's Office in the work to dismantle criminal structures.
