Guatemala, September 22, 2012. Today, the National Civil Police (PNC)—together with the Public Prosecutor's Office (MP) and the International Commission against Impunity in Guatemala (CICIG)—arrested Óscar Humberto Andrade Elizondo. He is linked to the case as a result of the inadequate work conducted at the Fraijanes II prison.
On May 31, 2010, the Tenth Court of the First Criminal Instance linked Andrade Elizondo to proceedings on charges of fraud and fraudulent delivery of goods, and he was granted an alternative measure. Andrade Elizondo had made a voluntarily appearance to resolve his legal position. On July 7, 2010, the court ordered that he be arrested at the request of the MP.
Andrade Elizondo—who was among the MP's list of the ten most wanted individuals—presented an identity card at the time of his arrest with the name of Antonio Humberto Juárez Lemus. However, his true identity was verified after making the necessary inquiries.
Background
The Fraijanes II proceedings were initiated in 2010 in response to an agreement forged between former Minister of the Interior Salvador Gándara Gaitán and the NGO Fundtech, which hired the services of a company linked to the Lainfiesta group. At a later stage, the contract was renewed and expanded by former minister Raúl Velázquez Ramos. The Office of the Comptroller General revealed that there had been irregularities in the hiring processes and in the execution of the project, as well as in the conduct of Fundtech and then officials (2009) of the Ministry of the Interior.
Gándara Gaitán and Raúl Velázquez Ramos, former ministers of the interior, are pending trial in this case.
CICIG acts as a complementary prosecutor in these criminal proceedings.
