Guatemala, November 15, 2012. We recommend this interesting article published in British newspaper The Guardian in which members of the Guatemalan diplomatic corps underline institutional strengthening in the wake of the arrest of members of the military implicated in the Totonicapán massacre of October 4. According to the article's author, Romina Ruiz-Goiriena, the authorities' investigations and the arrest of the alleged perpetrators following the massacre is unprecedented in Guatemala.
In the same article, Michael Frulhling, Swedish ambassador to Guatemala, stated that what happened in Totonicapán was a terrible tragedy, but the investigations are a sign of an independent Public Prosecutor's Office at work. Furthermore, Alberto Brunori, a representative of the UN Office of the High Commissioner for Human Rights in Guatemala, said the investigation undertaken by Attorney General Claudia Paz y Paz proves two things: the ability of CICIG to provide technical training and the level of professionalism the Public Prosecutor's Office is acquiring.
