A new model of international criminal justice?

Guatemala, May 10, 2010. The new Human Rights First report, published in the "Journal of International Criminal Justice", analyzes the case of CICIG as a model for an enhanced rule of law mechanism for the United Nations that focuses on the reform of weakened legal systems. The report provides an in-depth study of the Commission’s activities as well as a comparative analysis of the model in respect to similar international criminal justice mechanisms. Human Rights First argues that the level of CICIG’s integration in the local judicial system and its dual approach with the authority both to promote criminal prosecution and to promote institutional reform tools make it a unique model worthy of replication. The report also contains recommendations to improve the CICIG model in the case of future applications in new contexts and countries.
